During much of his long and successful run as mayor, Don Plusquellic seemed to carry the city’s economic development plan in his head — sharing on a need-to-know basis. That is an exaggeration, but not by much. The approached worked on many fronts, until the city started to lose momentum, among other indicators, its poverty rate climbing and vacancies rising downtown.

The city and surroundings needed to do better, and that has been the focus of Dan Horrigan, Plusquellic’s successor, and Ilene Shapiro, who stepped into the Summit County executive’s office after the death of Russ Pry. They have been aided by Christine Mayer of the GAR Foundation. On Monday, the unveiling arrived, the city and the county, along with the Greater Akron Chamber, sharing their framework for moving ahead on economic development.
